Consolidated Court Automation Programs (CCAP) Changes Terms of Use

Wisconsin Circuit Court Access (WCCA)

This Wisconsin Circuit Court Access (WCAA) is a website operated by the circuit court system to provide access to certain public records of the county circuit courts of Wisconsin under Wisconsin open records law. The records displayed are an exact copy of the case informated entered into the Consolidated Court Automation Programs (CCAP) case management system by the court staff in the county where the case file exists.

CCAP Information

The CCAP database is searchable by surname (last name) plus at least the first three letters of the person's first name, and the birthdate is optional, although it provides more accurate results. The information provided by a CCAP record can include a person's full name, any aliases (other names used), date of birth, last known and previous addresses, criminal charges, civil suits, fines, penalties, judgments, liens, docketed liens, and a record of the court activity regarding the case.

CCAP also reports on attorney calendars, civil judgements, court official calendars, docketed civil judgments, and issuing agency calendars. In most instances, an official or attorney identification is required to access the reports, which can be obtained under the links menu.

Intentional Information Exclusions

Confidential court documents are not open to public inspection and are not included on CCAP. Those types of records include adoptions, child protection orders, civil committments, guardianships, and termination of parental rights.

Other intentionally excluded information includes those records which would otherwise be included but for the county's date of integration with the system. As well, some counties elected not to include information in CCAP, thus those records are excluded. In othr instances, counties have elected to include only certain information, and therefore, those records are limited.

Unintentional Information Unavailability

CCAP and the information provided through its website is unavilable during routine maintenance procedures, emergency maintenance procedures, and whenever the Internet connection is interrupted.

Case information on CCAP is uploaded on an hourly basis. Information may be delayed for a period of time in excess of one hour.

Record Expungments

If you record has been expunged, then the information regarding that incident is removed from CCAP. If your record was expunged, but the inforamtion was not removed, please notify the attorney of record (the attorney who handled the expungement); that attorney can request the removal. Expunged records are removed from the system by the clerk of the county court where the file to that case exists.

CCAP Website Changes

In addition to providing most of the information listed above, CCAP has undergone one other significant recent change. CCAP now requires that anyone accessing the site agree to its terms of use, which terms include a notice to employers.

Employer Access

Notice to Employers: It may be a violation of state law to discriminate against a job applicant because of an arrest or conviction record. Generally speaking, an employer may refuse to hire an applicant on the basis of a conviction only if the circumstances of the conviction substantially relate to the particular job.
